The secondary school was initially known as Jurong Special Secondary School and catered mainly for overaged pupils of the English stream. It opened in 1960 in the former Bukit Timah Government Chinese Middle School at 7 3/4 milestone Jurong Road, off Bukit Timah Road.
In 1965, it was renamed Toh Tuck Secondary School when the first batch of Chinese stream pupils were enrolled. It then moved into a new S$1.1-million school building at Toh Tuck Road (today 2 Toh Tuck Terrace) which was officially opened in 1968.
The school underwent another expansion in 1969 when it merged with the adjacent Toh Tuck Vocational School to form what was then know as a "bilateral school".
The school closed down in 1991 due to a low intake of students. Its campus then served as a temporary building for schools such as Jurong Institute. It is currently the offices of security company, Certis.
