Such receipt books were commonly issued to owners of public housing to keep track of payment of service and conservancy charges. The practice was continued when maintenance of public housing estates was devolved to town councils in the 1990s. The Bedok Town Council was the first to issue its own receipt book for conservancy charges. This receipt book was issued by the Bishan-Toa Payoh Town Council.
