In 1985, the Singapore government set up the Economic Committee to tackle the country's first-ever recession. It produced a 400-page report The Singapore Economy: New Directions that detailed the various measures being taken to pull Singapore out of the slump.
The Ministry of Trade and Industry also commissioned this simplified version for the general public. The 16-page booklet used illustrations and plain words to convey the ideas. It took on a "very honest and slightly irreverent" approach to appeal to young people, but did not use colour to retain a level of seriousness discussing Singapore's future. The book was sold for $2 at bookshops and also distributed to students and at community centres.
