The Public Service Division commissioned a series of farecards to support a government programme launched in 1995 to improve and prepare Singapore's public service for the 21st century. Known as the "Public Service for the 21st Century" or simply "PS21", it sought to inculcate a shift mindset among public service offers to me more receptive to changes and innovative.
This farecard design was one of two available to the public and captures the spirit of the "PS21 revolution" by listing various goals of the programme. Another design featured a three-dimensional PS21 logo. A third design that was not for sale came in a pair of farecards designed to form a star that symbolically represented excellence in the public service. It was given out as awards to public service officers who participated in PS21 activitives.
