This publication was created to commemorate the official opening of Singapore's national art gallery on 21 August, 1967, by then Minister for Culture Jek Yuen Thong. It introduces why the mission of the gallery and the history of the National Museum which it was a part of. There were also details on the gallery's facilities, collection and activities. Other information included donors to the gallery, particularly the Singapore Arts Council which donated over S$1.1 million to the effort.
As part of the official opening, the gallery hosted Art 76, its inaugural exhibition of 150 works by 92 artists. They were selected by a committee included Liu Kang, President of the Singapore Art Society; Lim Chin Teong, Deputy Secretary, Ministry of Culture; Koh Boon Piang, Head of the Art Unit, Ministry of Education; Christopher Hooi, Director, National Museum; and Constance Sheares, Curator of Art, National Museum.
The colourful catalogue cover—which was also reproduced on its invite—was said to symbolise "the birth of a new culture through the fusion of different cultures". It was designed by Choy Weng Yang, the head of the museum's exhibition and design unit. He was appointed in January 1975 as a part of an effort to pay "particular attention" to "having good displays and attractive units". More artists were also hired for the unit, and the team in 1976 consisted of K M Foong, Nelson Heng and Albert Kang.
