This boutique was known for the best British labels and was opened by Judy Chua at Tanglin Shopping Centre in 1971. According to fashion designer Dick Lee, Chelsea was part of a network of shops that made Tangling Shopping Centre the hub of fashion in Singapore during the mid-1970s.
