The cover illustrates how the Housing and Development Board (HDB) was the "most dynamic force at present shaping the density" of Singapore. Set up in 1960, the HDB was well on its way to solve Singapore's acute housing problem within its first five-year plan. However, the Singapore Institute of Architects noted that the agency's use of standardisation was "not without sacrifice", resulting in mega blocks that looked one and the same. Thus, it called for greater attention and development "towards Architecture as opposed to building".
