This is the inaugural issue of the Journal of the Singapore Institute of Architects (SIAJ). The monthly journal replaced the organisation's Rumah journal, which became a special publication to be edited by guest editorial committees. The SIAJ would be "a forum for the expression of their [members'] professional views and suggestions to the Council for more specific activities in the interest of all members".
The cover is a photograph (credited to "Photo U.R.") featuring an aerial view of texture created by coconut palms. It was the first of a series of SIAJ covers that sought to portray the "progression from rural to urban fabric that has been pointed out by many authors" in the magazine.
